Four Year Old Kindergarten (Preschool)

Why should my child attend?

Kindergarten (Preschool) is an important program for all four-year-old children to attend. Evidence shows that a quality kindergarten experience provides young children with the opportunities to improve skills that are important for life, including being ready for school.

When should my child attend? 

Four-year-old kindergarten is a one year program for children the year before they start school for approximately 10-12 hours per week. 

What is the eligibility criteria?

To be eligible, children must turn four years of age by 30 April in the year of kindergarten attendance. 

All children are eligible for one year of four-year-old kindergarten under funding provided by the State Government to kindergartens.

What concessions are available?

Ten hours of kindergarten per week is free for eligible concession card holders.

DEECD applies strict eligibility criteria for a second year of funded kindergarten.  If a child is eligible, applications for a second year of funding are prepared by the kindergarten teacher in consultation with parents and early childhood specialist if required.

Who runs the kindergartens?

Kindergartens are managed by volunteer parent Committees of Management elected each year at an Annual General Meeting, or by professional early childhood organisations.  The  Department of Education and Early Childhood Development (DEECD) regularly monitor kindergartens to ensure standards are maintained and funding conditions are met.

Kindergarten Central Enrolment Scheme

The City of Whittlesea operates a Central Enrolment Scheme for four-year-old kindergarten.  There are 26 kindergartens within the municipality, and you may choose to nominate your child to attend any one of these.

To register for three-year-old kindergarten, apply directly to the kindergarten of your choice. 

Children attending a three-year-old kindergarten program are not automatically allocated placement for 4 year old kindergarten at the same centre.

Applications are processed by date of receipt by Council and allocated accordingly.

Supporting documents

The following items must be provided to process your application:

  • Proof of child’s birth
  • Proof of residency in the City of Whittlesea
  • A non-refundable registration fee of $15.00
  • A copy of the Health Care Card, if applicable (no application fee required)

Non residents must provide proof of primary child care and/or work arrangements within the municipality.

Priority access is given to families living, working and studying within the City of Whittlesea.

Important Dates

1. Applications are accepted from 1 March each year, for two years prior to the year of kindergarten attendance.

2. Applications close at 5 pm on 31 May of the year prior to attendance at kindergarten.

3. Placement offers are made by Council in writing in order of receipt of application commencing in June of the year prior to the kindergarten year. 

Changes to your Application

Council must be notified of:

  • Kindergarten preference changes
  • Change of address or contact phone number.

Children with additional needs

Please indicate additional needs on the Kindergarten Application Form. Additional needs could include developmental delay, a medical condition, illness or family situation. This information is necessary to apply for additional resources to support your child or family situation if required.

Child Care Centre Based Kindergarten
