A 'Trade Waste Skip' (TWS) Permit is required if you wish to place any TWS on a road, nature strip, reserve or other land vested in Council for longer than is practicably required for the emptying of the TWS.
This permit is required under Clause 5.15 of the City of Whittlesea’s General Municipal Law (No. 1 of 2008).
Conditions
There are a conditions that must be met when placing a TWS on a road, nature strip, reserve or other land vested in the Whittlesea City Council. These conditions include;
- Placement of the TWS must be for no longer than is practicable for the purpose.
- Placement of the TWS must be in accordance with the terms and conditions set out in Permit
- The TWS must comply with all relevant Codes of Practice and to legislation applying to the location at which it is placed.
- The TWS must not be placed at a location if its placement impacts negatively upon; road traffic flow/usage, pedestrian safety or Council/utility services infrastructure.
- The TWS must be in a safe and reasonable condition so as to minimise any potentiality to incur injury or damage.
- The TWS must have an appearance that is acceptable to an authorised officer of the council
- The TWS must not be set-down, picked-up, emptied, moved or relocated at any time between the hours of;
- 8:00pm of one night and 9:00am the following day on an weekend or public holiday, or
- 8:00pm of one night and 7:00am the following day on any week day (Monday to Friday – excluding public holidays.)
- The content of the TWS must not be, or allowed to become, noxious, offensive or odorous.
- One point of advertising, no larger than 0.5m2 is allowed on each side of the TWS. Advertising on the TWS shall contain only the name and telephone number of the TWS company.
- An authorised officer can remove or impound, or arrange to remove or impound, any TWS that does not comply.
How to Prepare your Application
Follow the steps below to prepare your application for a Trade Waste Skip Permit:
- Download a copy of the Application form, from the FORMS and GUIDES section below
- Arrange public liability insurance for at least $10 million.
- Sign the application form
- Submit the completed Application and the permit fee of $117
How to lodge your Application
You may lodge your application by mail or in person.
To send it by mail, place the signed application form, a copy of your public liability insurance policy and a cheque for the $117 permit fee to:

Note that payment must be made by cheque if lodging by mail.
If you wish to lodge your Application in person, bring the items listed above to the Local Laws counter at the Civic Centre. At the Civic Centre, payment can be made by cheque, cash, credit card or EFTPOS.
Application Approval
You should receive your permit within 7 days.
A New Application for a Permit: please refer to the above instructions on 'How to lodge your application'.
An Existing Permit holder:- the permit must be renewed by the expiry date displayed on your existing Permit. No reminder Notice is sent.
A permit will only be issued for the period of time by which your public liability insurance is valid. Ensure you submit a renewed copy of your public liability insurance with your application.
