Below is a snapshot of some of the initiatives proposed for each suburb in the Proposed Budget 2009/2010.
Thomastown
$14.3M Redevelopment of Thomastown Aquatic and Leisure Centre
Redevelopment of the Thomastown Recreation and Aquatic Centre commence last year and will be completed this financial year. When the new centre opens in mid 2010 it will include a new indoor 25 metre pool, toddlers pool, larger gym and additional program rooms, along with separate hydro and warm water pools. This year’s budget includes a State Government grant of $975,000.
$756,000 pavilion upgrade at HR Uren Reserve in Thomastown
Completion of upgrade will include improved changerooms, disability access, kitchen and referees changerooms.
$130,000 installation of traffic management devices
Devices will be installed in Main and Spring streets in Thomastown to reduce speeding traffic.
$75,000 beautification of Scott Street, Thomastown
Works will be undertaken between French and Station streets in Thomastown.
$20,000 path upgrade
Pathways will be upgraded at the Senior Citizens Centre in Thomas Street Reserve, Thomastown.
Lalor
$400,000 airconditioning upgrade
Installation of a new airconditioning system at Lalor Library will improve comfort for library users
$200,000 study for a new tennis facility
A study will be undertaken and possible designs developed to see if a six court tennis facility can be constructed at VR Michael Reserve in Lalor
$100,000 pavilion redevelopment Partridge Reserve, Lalor
Completion of this upgrade will include additional changerooms
$75,000 study for new sportsgrounds
A study will be undertaken to see if two new sportsgrounds can be constructed in the new Mosaic Living subdivision in Lalor West. The grounds will be irrigated using recycled water from the new Melbourne Markets site
Epping
$900,000 reconstruction of O’Herns Road
Construction of the south carriageway of O’Herns Road in Epping, between High and Miller streets.
$800,000 pavilion and carparking at Harvest Home Road
Works will commence in 2009/2010 and additional funds allocated to complete the projects in future years. Expenditure includes $100,000 funding from Yarra Valley Water.
$700,000 refurbishment of Epping Recreation Reserve
$700,000 will be spent to complete the upgrade of the existing facilities at Epping Recreation Reserve and include refurbishment of the changerooms, improved kitchen and storage facilities and disability access.
$575,500 Construction of a recycled water pipeline to irrigate sportsgrounds
A pipeline will be constructed at O’Herns Road, Epping to pump recycled water from the Aurora Estate to irrigate five local sports grounds.
$500,000 for installation of traffic signals
Signals and intersection lighting will be installed at the intersection of Miller St and O’Herns Road, Epping following construction of O’Herns Road.
$395,000 footpath construction
New footpaths will be constructed at Findon Road, Epping.
$235,000 amenities at synthetic sportsground
Carparking and toilet facilities will be installed at the new synthetic multipurpose sportsgrounds that have been constructed at Mill Park Secondary College for joint use with students and community sports clubs. A fence will also be constructed to prevent stray balls.
$200,000 new cycling path
New onroad and offroad cycling paths will be provided, including a pathway linking Epping Station with the Northern Hospital.
$147,260 bridge construction across Darebin Creek
Two bridges will be constructed across the Darebin Creek (one at the Findon Creek confluence and the other at the Darebin Creek confluence). $25,000 will also provide a 320 metre pathway from the Darebin Creek confluence to Findon Road.
$120,000 soccer ground lighting
Provides lighting of the two external soccer grounds at Harvest Home Road. A further $120,000 is proposed to be included in next year’s budget to complete the project.
$30,000 shared bicycle/pedestrian bridge
Bridge will be constructed across Henderson’s Creek in Plowman Court, Epping
$25,000 Pedestrian upgrades in Epping
A feasibility study will explore possible pedestrian friendly upgrades in Coulstock Street, Epping
Wollert
$100,000 resurfacing of tennis courts
Courts will be resurfaced at Tuttle Reserve in Wollert. Funding includes a $60,000 State Government grant.
Fire Awareness Meeting
A fire awareness meeting will be held in September as part of Council's $824,650 Emergency Management and Fire Prevention Program.
Mill Park
$290,000 pathway construction
A shared concrete pathway will be constructed in McKimmies Road, Mill Park between Garden Grove Drive and the Darebin Creek.
$260,000 shared pathway construction
A shared pathway will be constructed at the Mill Park Community Activity Centre in Blamey Ave, Mill Park.
$100,000 Mill Park Leisure Centre
Upgrading of the water plant will provide for better water quality.
$15,000 design of floodlights
Funds will be spent providing a design for floodlights to allow the main softball diamond at Mill Park Reserve to be used for night training. It is hoped construction will take place in 2010/2011.
$10,000 installation of sportsground training lights
Funding to design training lights at Kelynack Reserve in Blossom Park Drive, Mill Park for football training. It is hoped installation of the lights will be funded in 2010/2011.
South Morang
$85,000 parkland development
Works will include walking trails, weed control, drainage and grassing at Wilton Park in South Morang. It is proposed to complete the project next financial year.
$50,000 for designs to landscape Hillsview Recreation Reserve
Funds will be spent undertaking a flora assessment and detailed design of the reserve in The Great Eastern Way, South Morang. Landscaping works are expected to be budgeted and undertaken in 2010/2011.
$50,000 revegetation of Hillcroft Regional Park
This environmentally significant 12 hectare parkland in Plenty Road, South Morang houses many old redgums and it is hoped that revegetation of the park will assist in regeneration of these trees.
Mernda
$100,000 pump for irrigation of sportsgrounds
A pump will be installed to enable water to be stored underground and available for use to irrigate Mernda sportsgrounds in the future.
Doreen
$2.5M Construction of the Laurimar Community Activity Centre
The Laurimar Community Activity Centre will be constructed over two years and will be the only centre of its type east of Yan Yean Road. The centre will act as a community hub within the Laurimar Town Centre and will include maternal and child health and family services facilities. The expenditure includes a $1.2M State Government grant.
$150,000 construction of sportsground infrastructure at Laurimar
The funding will enable cricket wickets, goal posts, fencing, coaches boxes, training lights and cricket nets to be installed at two new sportsgrounds in Laurimar, making the grounds available for competition use.
Whittlesea
$300,000 upgrade of the Whittlesea Community Activity Centre and Preschool
The Whittlesea Community Activity Centre will undergo a $2M upgrade and extension over the next two years. $300,000 has been allocated in 2009/2010 and $1.7M is proposed for the following year.
$25,000 Tourism Officer
A part time co-ordinator will be employed for the Whittlesea Information Centre to assist with tourism of the area.
$50,000 Whittlesea Pool Upgrade
The pool plant at the Whittlesea Swim Centre in Arnold Street will be upgraded to improve water quality
$20,000 Whittlesea Community Futures
Funding to work with the community and advocate for services and facilities in Whittlesea township
Woodstock
Fire Awareness Meeting
A fire awareness meeting will be held at the Woodstock Community Hall in September as part of Council's $824,650 Emergency Management and Fire Prevention Program.
Eden Park

Yan Yean
$1,000 Safety Signage
New signage will be erected in Yan Yean, carrying fire safety messages for motorists
Humevale
$8,700 Installation of fire access gates
Gates will be installed in Hawks Road, Humevale to prevent unauthorised vehicles entering onto private property and a fire access track.
Kinglake West
$1,000 Review of Firefighting Water Tanks
A review of firefighting water tanks will be conducted to ensure their integrity and that they can withstand high pressure use during an emergency.
Citywide
$3.4 million road upgrades
$1.7 million will be spent resurfacing and resealing local roads and another $1.7 million for reconstruction of local roads.
$750,000 Upgrade to playgrounds and surrounding parklands
More than $500,000 will be spent replacing old playgrounds at Darebin Creek Regional Parklands, Epping Recreation Reserve and Winchester Park in Epping; Monash Park in Lalor; Nick Ascenzo Park in Thomastown; Taunton Park in Bundoora and Mernda Recreation Reserve in Mernda and another $250,000 for improved pathways, seating, fencing and shade provision at these locations.
$100,000 planting of new street trees
Council will resume its street tree planting program which has been suspended for a number of years due to the drought. The availability of recycled water will enable more than 500 trees to be planted to replace those which have died as a result of the drought.
$250,000 installation of drought tolerant grasses
Warm season grasses will be planted on a number of sporting grounds throughout the municipality that require less watering.
$100,000 footpath construction
New footpaths will be constructed across the municipality to provide safe pedestrian access.
