Councillor Ricky Kirkham has resigned from Whittlesea City Council with effect, Monday 17 February 2020.

The Victorian Electoral Commission will be notified and a countback to fill an extraordinary vacancy for the North Ward will be conducted in the near future.
City of Whittlesea Acting CEO Mr Kelvin Spiller will finish on Friday 28 February 2020.
Mr Spiller has advised me that he has personal and other business commitments from March.
Council would like to thank Mr Spiller for accepting the Acting CEO role at short notice and guiding the organisation over the past three months.
Mr Spiller has been highly effective in keeping the organisation focused on delivering services to the community since his appointment on 25 November 2019.
Council will soon appoint an Acting CEO ahead of Mr Spiller’s departure.

The Minister for Local Government, Adem Somyurek, has announced the appointment of Mr Yehudi Blacher as State Government Monitor to examine governance, procedures and processes at the City of Whittlesea.
Mr Blacher’s appointment demonstrates the seriousness with which this review is being taken.
I will fully co-operate with the Monitor’s review and I encourage my fellow Councillors to do the same.
The appointment of a Monitor reflects Council’s operations over the past four years, not the past four weeks.
During his long and distinguished career in the Victorian public service, Mr Blacher led the Victorian Department of Planning and Community Development and also held the role of Deputy Secretary of the Department of Premier and Cabinet.
Mr Blacher, who most recently held the role of Interim Administrator at the City of Greater Geelong, is expected to start in the role of Monitor on Tuesday 17 December.
I welcome the Minister for Local Government’s announcement to appoint a Monitor.
This appointment reflects Council’s operations over the past four years, not the past four weeks.
I intend to fully co-operate with the Monitor’s review of Council’s governance, procedures and processes and I would encourage my fellow Councillors to do the same.
Statement from Mayor Cr Emilia Lisa Sterjova on behalf of Council:
“At a Council meeting held on Tuesday 10 December, the City of Whittlesea resolved to terminate the contract of its Chief Executive Officer, Simon Overland, effective immediately.
Council wishes Mr Overland well for his future endeavours.
Acting CEO, Kelvin Spiller, will continue to act in the role.”
