Amendment C175 to the Whittlesea Planning Scheme - Mernda Town Centre

This amendment applies to multiple properties across approximately 58 hectares of land - approximately 45 hectares of this land is located within the historic Mernda Township.

The Mernda Township is the area bounded by the Whittlesea rail reserve to the west, Bridge Inn Road to the south, the Plenty River to the east and Hazel Glen Drive to the north.

The 2 northern corners of Plenty Road and Bridge Inn Road form part of the proposed Mernda Town Centre, a core component of the future Mernda Activity Centre.

The proposed amendment will:

  • rezone approximately 35 hectares of land in the Mernda Township, from Township Zone and Public Use Zone 2 to the General Residential Zone
  • introduce a Development Plan Overlay to the Township area

The amendment will also apply the Land Subject to Inundation Overlay and the Vegetation Protection Overlay on select areas within the Township as depicted in the Planning Scheme Maps.

In addition to the above, the amendment also seeks to remove DPO16 from approximately 13 hectares of land adjacent to the intersection of Plenty Road and Bridge Inn Road and apply DPO15 instead.


Panel hearing

On December 3 2015, Amendment C175 was placed on public exhibition where we invited the public to make submissions.

After reviewing all of the received submissions, Council decided to refer the matter to an independent panel for a decision.

The panel hearing was held on Wednesday, 3 August at Council's offices. The Panel reviewed all submissions discussed at the hearing and prepared a report, which is available for download below.
