Disabled Parking Permit

If you think you are eligible for a disabled parking permit, discuss the matter with your doctor.

You can ask us to consider installing a new designated accessible parking bay by calling our Engineering and Transportation Department on 9217 2216. For more information, see Disability Action Plan.

Disability Parking Scheme

A Disability Parking Scheme currently operates throughout Australia.

The Scheme is designed to assist people with a disability to access facilities and services, and has 2 categories based on the need for assistance.

Applicants must reside within the City of Whittlesea and provide proof of residency, for example:

  • Pension card
  • Drivers licence
  • Health Care card
  • Rates notice
  • Bank statement
  • Letter from a real estate agent stating that the applicant live at the address
  • A Statutory Declaration stating the applicant lives at a particular address

Category 1 Permit (Blue)

A Category 1 Permit is available to applicants with significant intellectual and mobility disabilities, who meet the eligibility criteria.

This permit allows parking in designated accessible parking bays. Time limits and fees may apply and will appear on the parking sign.

This permit also allows parking in an ordinary parking bay for twice the length of time shown on the parking sign. If a bay is metered, the standard parking fee must be paid for the first time period shown on the parking sign.

Category 2 Permit (Green)

A Category 2 Permit is available to applicants who have walking difficulties and require rest breaks, who meet the eligibility criteria.

This permit allows parking in an ordinary parking bay for twice the length of time shown on the parking sign. If a bay is metered, the standard parking fee must be paid for the first time period shown on the parking sign.

Applying for a permit

To apply for a Disabled Parking Permit:

  • Complete the Disabled Parking Permit application form.
  • Read the 'conditions of use' attached to the form.
  • Get your doctor to fill out the application form.
  • Bring your completed application form and proof of your residency to our Civic Centre offices or mail them to:

You can also get a form from our offices, or call us on 9217 2170 and we can mail it to you.

  • Your application will be processed and your permit shall be posted to you within 3 business days.

Renewing your permit

You must renew your permit before it expires.

To renew your permit, bring:

  • a completed application form
  • your permit number
  • a copy of your proof of residency

to our Civic Centre offices or mail them to:

Cost

Category 1 or Category 2 Disabled Parking Permits are free - there is no cost for a permit application or renewal.

Lost permits

If your permit is lost, misplaced or stolen you will need to:

  • pay $43 for a replacement
  • provide us with a Statutory Declaration explaining what happened, by mail or in person

We will send you a replacement permit the same day we receive your request.
