Neighbourhood Design Manual

The Neighbourhood Design Manual outlines Council standards and guidelines for the delivery of attractive, accessible, functional, and sustainable developments. It supports the creation of diverse, equitable, and inclusive neighbourhoods in the City of Whittlesea.

The Neighbourhood Design Manual contains the latest standards and guidelines for planning, design and construction of new developments in the City of Whittlesea. The Manual builds on and simplifies the Guidelines for Urban Development.

The Manual was created to set clear standards for future developments, address policy gaps and promote quality design. It covers urban design, engineering, landscape and Integrated Water Management (IWM) matters, and it aims to complement polices and strategies from the Victorian Government and the City of Whittlesea.
