A Development Plan guides the future use and development of land in an identified area. Preparation of a Development Plan is a statutory requirement and it prepared in accordance with relevant schedule of the Development Plan Overlay (DPO) at Clause 43.04 of the Whittlesea Planning Scheme.
A Development Plan provides the overall framework for how the area identified in the Plan is proposed to be used and developed. A Development Plan consists of both text and plan components and provides for the road layout, open space network, identification of significant vegetation to be retained and future residential and/or employment land. It may also consider issues such as storm water management, land contamination and future traffic needs.
Once a development plan is approved, future planning permit applications are not required to be notified to surrounding property owners. However, any future planning permit granted must be generally in accordance with the approved development plan.
