Monitor

On 14 October 2025, the Minister for Local Government announced Steven Kingshott has been appointed as Municipal Monitor to the City of Whittlesea from 15 October 2025 to 31 December 2026.  

The monitor will support good governance and the safety and wellbeing of the Council and staff. 

The role of a monitor is to: 

  • observe governance processes and report back on issues 
  • provide advice to councils that are experiencing governance issues 
  • make recommendations to the Minister for further action. 

At the end of the appointment, the monitor provides a final report to the Minister.

Steven Kingshott

Steven Kingshott - Municipal Monitor to the City of Whittlesea

Steven Kingshott has served as a Mayor and Councillor at Hobsons Bay City Council and the former City of Williamstown.  

Steven has also served as a monitor at Glenelg Shire Council and Horsham Rural City Council.  

Steven has also worked in senior management and human resources in the private sector, working both in Australia and internationally.
