The City of Whittlesea is upgrading the Reid Street car park in South Morang to improve safety and accessibility for people using the Gorge Road shopping precinct.

Car park works:

Work has started on the Reid Street car park upgrade.

The project includes:

  • Expansion to 85 parking spaces.
  • Nine public light poles with LED lighting.
  • Entry/exit crossovers.
  • Drainage infrastructure.
  • Loading zone.
  • Trees and landscape areas.
  • Footpath connections.
  • Signage and line markings.

Planned works:

We’re upgrading the Reid Street playground to include new play equipment and improved connectivity to the Gorge Road Shopping Precinct. The new playground will provide a social space for people of all ages.

The preschool and the car park will operate as normal for the duration of the works.

Will the works affect access to the South Morang Preschool car park?

There will not be any major impact to the preschool car park; however, it is anticipated there will be some construction noise and dust from the works.

What measures will be undertaken to ensure the safety of staff, parents and children at the preschool?

The car park site will be barricaded and appropriate signage will be in place.

What is happening at Reid Street Playground?

The existing playground is being upgraded with new play equipment, landscaping, and better connections to the nearby car park and shopping precinct. The new design will create a more enjoyable, accessible, and social space for the community.

When will the playground works start and how long will they take?

Construction is scheduled to begin in mid-January 2026 and will take approximately 10 – 12 weeks to complete.

Why is the playground being upgraded?

The upgrade is part of Council’s broader improvements in the area, following the Gorge Road streetscape and Reid Street car park upgrades. The aim is to enhance local amenities, improve connectivity, and provide a safe and fun play space for families and children of different ages.

What improvements will be included?

The project will include: 

  • New play equipment for a range of age groups 

  • New paths connecting the playground, car park and shops 

  • Landscaping and shaded areas 

  • Upgraded seating and open space areas

Will the playground be closed during construction?

Yes, for safety reasons the playground will be closed for the duration of construction.

Will there be any disruptions to nearby businesses or residents?

Some minor disruptions, such as construction noise and temporary changes to access, may occur. Traders will receive fortnightly updates on progress and any potential impacts, while nearby residents will be notified by letter drop if any disruptions are expected.

How will Council keep the community informed?

Regular project updates will be provided on Council’s website and through direct communication with traders. Any significant changes to access or works timing will be shared in advance.

Will any trees or vegetation be removed?

Major tree removal is not part of the project.

Varying equipment types including climbing net, swing sets, slides, a fort and nature play elements.

Will parking be affected during the works?

Rear shop carparking will remain open and accessible. The small car park in front of the preschool will be removed as part of works to increase passive open space opportunities.

How will noise and dust be managed?

Construction activities will be limited to designated hours to reduce disruption to nearby residents and businesses. 

The contractor is required to cover loose materials to prevent wind-blown dust. 

Dust mitigation measures will be reviewed and adjusted as needed throughout the project.

What happens after construction finishes?

The reserve is open to the public.

Who is delivering the works?

Council is looking to award these works in December 2025.

Will the works impede access to my home?

No, works are within the reserve.

There will be minimal to no disruption to local businesses. Shops will remain open during construction works.

There may be minor traffic disruptions with construction vehicles entering and exiting the site. The Contractor will manage traffic disruptions. Reid Street will not be closed for extended periods.
