Findon Road offset management plan
The Findon Road Extension delivered a new east-west link between Williamsons Road and Plenty Road, easing congestion and improving travel around the area. The City of Whittlesea built the 650-metre section to Danaher Drive, and the remaining connection was completed by a private developer. Permanent traffic lights at Williamsons Road were switched on in November 2025.
Before construction, Council carried out detailed environmental investigations, including field surveys, desktop studies and specialist biodiversity assessments. These identified native vegetation and protected species, including Matted Flax-lily, which is listed under Commonwealth legislation. The site was already highly modified, so Council carefully planned the road design to reduce impacts.
Council also implemented an environmental management plan, which included:
- Surveys to identify species
- Relocation of protected Matted Flax-lily plants
- Fencing of sensitive areas during construction
- Erosion and sediment controls
- Site rehabilitation, including weed control and re-planting
- Long-term management of a 3.9-hectare offset site at Woodstock to restore Grassy Eucalypt Woodland
