What is the Emergency Services Volunteer Fund (ESVF)?
From 1 July 2025, the State Government has replaced the Fire Services Property Levy with the ESVF. This charge now appears on your Council rates notice but is collected on behalf of the State Government to fund fire services across Victoria. Council does not retain any of these funds and has formally opposed the introduction of the ESVF.

Why is the ESVF on my rates notice?
The Victorian Government has mandated the ESVF be collected by local councils, which is why it is on your rates notice.
While councils in Victoria have been tasked with collecting the levy, the funds go directly to the State Government, not to councils.
The City of Whittlesea has voiced its strong opposition to the introduction of the levy and at its May Council Meeting resolved to advocate for its rescission. Council will continue to advocate for a fairer and more equitable model for emergency services funding.
How is the ESVF calculated?
The ESVF charge is calculated based on a fixed charge that varies by property type, and a variable charge based on property type and value.

Do I have to pay it?
Yes, you must pay the ESVF. You cannot choose to not pay the ESVF amount as we cannot separately accept payment for the different charges on your rates notice. You must pay the entire amount on your rates notice.
If the total rates amount shown on your notice is not paid, Council must still proportionally allocate some of the amount paid towards the levy.
