What the Development Plan amendment does
The Garden Road Development Plan was originally approved in 2004, in accordance with Development Plan Overlay 5 (DPO5) in the Whittlesea Planning Scheme. The Development Plan establishes the vision, urban structure, and design guidelines for the development plan area.
The site at 31A Yellow Brick Road remains one of the last undeveloped parcels of land within this area. The proposed amendment increases the range of commercial uses permissible for this site and provides additional design guidance for future development. The amendment starts at page 42 of the Development Plan, available to view in full below.
Exhibition of the Development Plan
As part of a non-statutory exhibition process, the proposed amendment to the Garden Road Development Plan is being referred to potentially affected property owners/occupiers and relevant government agencies.
The amendment to the Development Plan is being exhibited from 8 April 2026 to 6 May 2026.
