Your insights matter: Two surveys helping shape the City of Whittlesea

The City of Whittlesea is inviting residents to share their thoughts through two separate surveys that are currently underway, each designed to support better planning, services and decision-making for the community.
While both surveys collect valuable community feedback, they serve different purposes and may be offered to residents in different ways.
Community Insights Study – planning for the future
Some residents may receive an invitation by email or letter to take part in the Community Insights Study, an ongoing research program that helps Council better understand community experiences.
The Community Insights Study includes three annual surveys, with each focusing on different aspects of life in the City of Whittlesea. The current survey explores:
- Local transport and commuting habits
- Community connections
- How safe people feel in their neighbourhoods
Residents are randomly selected to ensure a broad and representative range of views. Invitations include a unique code to access the online survey.
Participation is voluntary, responses are confidential, and the survey takes about 15 minutes to complete. You can save your progress and return at any time, before the survey closes on Sunday 22 March 2026.
Community Satisfaction Survey – feedback on Council services
The City of Whittlesea is also conducting its annual Community Satisfaction Survey, which all Victorian councils are required to undertake.
This survey focuses on how residents feel about current Council services and facilities. It helps measure Council’s performance over time and in comparison with other councils across Victoria.
During February and March, some residents may receive a phone call inviting them to participate. Calls will be made by TKW Research, on behalf of independent market research agency Klein Research, and may come from a mobile number. TKW Research will identify themselves at the beginning and end of each call.
Klein Research will also use social media to help recruit participants. Feedback is sought from a representative sample of more than 800 randomly selected residents. The survey takes about 15 minutes to complete, is voluntary, and all responses are confidential.
Why your participation matters
Both surveys play an important role in helping Council understand community needs, improve services, and plan for the future of the City of Whittlesea. Residents may be invited to take part in one survey, both, or neither, depending on random selection.
