Financial Plan 2025-26 to 2034-35
The 2025-26 to 2034-35 City of Whittlesea Financial Plan provides an overview of how Council plans to responsibly invest in community services and infrastructure over the next decade.
The primary objective in developing Council’s Financial Plan is striking a balance between maximising support for our community in the present, while maintaining a sound financial position to enable long term support for our growing community.
The Financial Plan also:
- establishes a clear link between Council’s Community Plan 2025-29 and the financial resources required to achieve this in the medium term as well as our Whittlesea 2040 community vision in the longer term
- determines the appropriate funding sources to support investment decisions in line with Council’s capital management policies
- ensures an appropriate balance between investment in new infrastructure to support our growing community and the renewal of our existing assets in established areas
- ensures our rates, fees and charges are manageable and support the delivery of key services and infrastructure investment
- maintains a strong cash position to ensure we remain financially sustainable for future generations
