Asset Plan
Meeting the community's current and future needs
With more than $4 billion of infrastructure and assets across the City of Whittlesea, we have developed the Asset Plan 2025-35, following extensive deliberative engagement.
The plan outlines how the City of Whittlesea will plan, build, manage and maintain our assets over the next 10 years. The plan will cover all Council physical assets including roads, footpaths, playgrounds, storm water, open spaces and buildings.
It supports our Community Plan and reflects what our growing community values most now and into the future, ensuring assets are managed safely and accessibly, in a way that supports active, connected lives for our diverse community.
What's an asset?
The most basic definition of an asset is something that has value to a person, organisation, or community.
Assets can be tangible, meaning that they are physical and can be touched, or they can be intangible, like financial assets or intellectual property.
Our plans cover the tangible infrastructure assets managed by the City of Whittlesea Council.
Key considerations and actions
Some of the many key considerations when compiling this plan include gender equality and intergenerational equality, climate change considerations, including flood mitigation and emergency management.
Some of the key actions in the endorsed plan include:
- Trial innovative road treatments, including recycled materials, permeable pavements, and smart road technologies
- Construct new community facilities and upgrades as identified in strategic plans and precinct structure plans
- Construct new pathways and shared-use trails in high-growth areas
- Continue replacement of aged or very poor-condition playground equipment to improve safety, accessibility, and compliance with Australian standards
- Implement resilience and sustainability initiatives, including improved drainage, water harvesting for irrigation, and shaded areas
- Continue resurfacing and rehabilitation of natural and synthetic playing surfaces to improve safety, usability, and durability.
